Activa 125 - Taken advance money but not delivered the vehicle

Fraud selling of Activa *** was done by an army man . Selling price was set at *****. He asked for an advance money **** for shipment of vehicle from Ranchi to Jamshedpur. We had sent the money but again he asked for eleven thousand as a half money of vehicle . We rejected this and asked for refund of transport cost but he is not answering our call nor sending back the money
