Amazing Pets - Shopkeeper didn't return the money

I was at Guwahati for some official commitment. I had to buy a puppy. I searched online and found a pet shop named amazing pets at zoo road Guwahati. I called up at the number mentioned at the google. The shopkeeper picked up the call and showed me the puppies on a video call. I wanted to see the puppies physically to choose. So I immediately went to the shop along with one of my colleagues. Selected one puppy and told him that Ill pick the puppy up after * or * days and there only paid the shopkeeper an advance of **** rupees. After * days I went to pick up the puppy, I found the puppy was ill. So I asked the shopkeeper that I will take the puppy to a vet for its checkup. But I paid him the money of ***** rupees. The vet said the puppy is so ill and should not buy. I came back immediately and then returned the puppy. I then picked up a golden retriever puppy for which the amount quoted by him was *****. Finally, I convinced him to pay him ***** rupees. When asked about the bill, the shopkeeper said that he doesnt have it now but if required he will send me the bill. After that I came back. Next day I had to leave for Jorhat where I work. Overnight I realised that golden retriever is going to be huge and I will not be able to take care of. So I texted him that I won't be able to keep the puppy and will come to return it the next morning. Next morning when I came back to his shop to return the puppy, firstly he stopped attending my calls. Then after a lot of calls, he said that I'll have to wait for half an hour and then he will come and return my money of *****. I waited at his shop for more than * hours and then one of his sales girls came to me and said that he has instructed to return me ***** rupees and remaining **** rupees they don't have as of now because they invested the money somewhere. I called him up and he refused to pay my money back. I asked him if he can return my money back after a few days. He refused and said no since nobody returns any stuff back to a shopkeeper. This incident took place on ** March and till now I have not got my money back. I don't have any bills probably he must not be paying tax for selling the pets. I didn't know what to do so I searched the internet and found this website. I request you to please help me in this since it was an incident which shocked my confidence in honesty and humanity.
