ACT Digital cable network - Setup box not working

For a new connection, ****rs has been taken. But old setup box is provided. Within **days, setup box switched off thrice. Everytime I raise a complaint(calling local cable operator ** times), after *-*days, he will replace the setup box with another old setup box. Its wasting my time and energy. I need a refund
