Digital Cable Operator - Services not provided

With due respect, I want to put my words that I am a consumer of cable operator Digital Cable operator which is in Khosh Bagan, near Hawkers Corner Agartala. Now my problem is whenever I visited this office and met with their staff or owner they behave like I am using their services without paying the charge. They are giving me * different packages for new cable connection which is implemented by TRAI recently. They are not providing a solution and asking the consumer to take the cable packages with higher charges. They are not abiding the rules placed by TRAI. I have attached all the packages given by them. Kindly provide us solution on this.
