Meridian city project pvt ltd - Services not provided after full payment

I am the owner of a flat in LandCraft Golflinks by Meridian City project pvt ltd. I have paid due fees for all maintenance for the next two years.
I was given posession of the apartment in July **** and moved in in August ****. Since then there are constant issues with black mold, seepage and plumbing. All these issues are due to the all the pipes being clogged which results in a horrible gutter and feces smell inside the apartment from all the drains. This makes the place unhealthily unlivable. Many complaints have been raised over many months and yet the pipes are not being cleaned or replaced. The maintenance does not do resolve any issues even after taking due maintenance charges at an advance. I don't know what the money is being used for. If one makes several complaints, the people within the maintenance department resort to harassment by cutting electrical, internet wires and/or ringing the doorbell multiple times at odd hours.
