Dina Udhayam - Service not provided and refund is denied

We are running an educational institute in Vellore. We were approached last February by this daily newspaper Dina Udhayam regarding an Education Expo where we have to book a stall and represent our institute there. We were promised of good footfalls and student data for our admissions. We paid them the charges for the stall of Rs. ***** (Rupees Thirty Six Thousand) on Feb **, ****. The expo was scheduled for April * and *. Later changed to April ** and **. Again postponed to May * and * due to their administrative reasons and venues were also changed. We even told them that May * is the NEET exam date so reconsider the date and the venue was also very remote and unpopular. But they rejected our request and we had no other way but to go ahead and on the first day till ** pm from the morning not even one student turned up. We left the expo telling them to refund our money since everything has gone wrong and nothing was given to us as promised and eventually, all other participants also went off and they cancelled the event. But till date, they have not refunded and they are not responding to our calls also. The person who approached us is Mr Vijayakumar - mob no. **********.
