Organza saree love - Selling of Cheap products

I had ordered * sarees from an Instagram seller, which account is name as organza_saree_love on the date of March **th, **** of rs ****/-. I received the product on March **th. The product which I had received is very cheap and low quality,not at all like shown in the image. I asked the seller to initiate the return it as per previous conversation, where she agreed to return and refund of the items. The seller was/is keep giving me the excuses within few days the return will be initiated. Today **th april ****, but still no initiation has been done yet. After asking for many days I asked the seller to give her address so I can courier it from my side, since that day neither the seller picking up call, nor replying any messages. Kindly suggest me what to do? It seems seller is doing fraud and doing scam to the customers.
