Dwarkamayee Estates - Seller not physically handing over the sold plot to the buyer

purchased ** plots measuring *** sq.yards each from owner of the estate in ****. although they were registered as tentative plots, the seller is refusing to earmark the plots even after ** years under frivolous excuses and demanding money as development charges. this is depriving me of my basic right to dispose off my property in hours of need. seller needs to earmark the plots and carry out rectification deeds as the first prerequisite.
