Mankoo Autos (tvs) - Scooty paper not received

I had purchased a tvs Jupiter scooter from Mankoo autos in Rs. *****/- + rc exp, insurance exp on **/**/****. I have contacted the owner several times for my rc but he plainly denies and when I try to track the status of my rc online I am unable to track as he has not submitted my documents in the authority. Hence, please help me out as I am unduly being harassed by Mankoo autos.
