Human resource development outsourcing partner - Salary tds and processing fee is not returned

I got a cal from a no offering data entry work for us.for that I need to work for * days to convert images to pdf files. After completing the work they will send quality report which decides our salary amount.. after that I got a mail with login credentials and claim the money. After opening the link it starts showing outstanding bal, so I can't claim salary. For that I need to call my recruiter and clear it by paying some amount. They sent me a no to do the payment and send the screenshots to process the salary..in the same way few later I got a offer letter and need to pay t.d.s for safety deposit to claim the salary..after paying that they again sent msg to send money to clear outstanding bal on the same day..after payment the stopped responding and my recruiter no is unavailable.
