RTO Prayagraj - RTO Learning License Rejected Despite Passing Test Fairly

I am a resident of Prayagraj. I applied for a learner's license at sarathi.parivahan.gov.in. I completed the tedious application process and paid the fees for the license. I passed the test on my own without any external help in a room with no disturbances. After passing the test, I got the remark: Violation has been detected during test, your learning license is subject to the final approval by licensing authority.
Later my license was rejected and I could not proceed further.

I reapplied for the license , completed the whole process, and paid the fees again. Appeared for the test in a quiet room with no disturbances. Passed the test and again, they rejected the application with the same remark "Violations found in LL test".

Their services are downright horrible, I lost my money twice as there is no provision for a refund. I want action taken for the time, effort and money I invested.
