Shail wooden villas Arambol beach Goa - Room bookings amount not returning even after cancelling

Hi, I made a booking in shail wooden villas Goa . I booked * rooms for **th dec **** to * jan **** I paid **, *** rupees upfront as per the terms narrated by Mr shail in the month of October. I cancelled the booking on December first week. As per the terms explained by Mr shail my money would be returned in **-** days max. I followed up many times . I kept calling frequently he switched his phone off. but He stopped returning my calls and one day he calls me up on dec **. He had made a transaction and his bank got delayed. he has no money to now because his villa had problems as some rooms do not have NOC. He promised to give me a solution on Jan *st morning . Until now I have been calling him for * days twice a day. He is not picking my calls. Please get me my money back
