Vozica - Return pickup not being done

I bought a shoe rack from Amazon India with a return policy of ** days. The product was defective so we raised a return request.
From around a month, we've talked around ** times to customer care - but their response - within ** hours someone will come / seller is not responding to us. So who is responsible for this ?
