Elocal shop - Return and refund request not accepting

I ordered a book from a website called “ELocalshop”. They mentioned already hardcopy in their description. But delivered normal paperback of that book.
They already mentioned the return and refund policy in their website within *-* days contact through email. When I get that product I’m completely unsatisfied.
So I requested return for that product through email. I didn’t get any email from them within **-** hours. I waited and wrote same email many times within one week. They didn’t respond to my email.
I ordered that product on **/**/**** and got my parcel on **/**/****.
I send email on October: **, ** November:*,*,**,**
They just respond to my email on last day (November **th). They said me they can only give ** rupees as compensation and they didn’t take or send a new parcel or completely give my refund.
