Uidai - Restricted trade practice complaint for demanding a price excess of the stipulated price

On **/**/****, I with my mother visited to my nearest CSC, BSNL OFFICE Bansdih in Ballia district for an updation of contact number of my mother's aadhar card. They took my mothers biometric successfully and give me a receipt with URN no. ************** and asked for *** Rupees for this correction request. when I asked them why they are charging me extra hundred rupees if they charge *** rupee then provide the receipt for the same, they agitated at me and told this extra hundred rupees is their fees and they are charging it to everyone.
Sir when I came back and checked my urn number on the website
this shows no details. I registered a complaint (complaint no ****************) and after ** days I came to know that my request for updation of contact no is not able to process due to no data has been uploaded through that BSNL OFFICE.
Sir, after telephonic conversation with director I met to GDS but he told he still not received any phone/tablet for this service. Thereafter I visited many CSCs
they all are demanding excess amount other than stipulated price.
Sir, it is the question of ethical business they are exploiting rules looting poor people demanding extra amount other than this standard fees attract deficiency in service and unfair trade practice. You must take appropriate action against them also enquire this case on the basis of truth and consumer rights and recover all amount they have charged illegally from the people and terminate their CSC licence to ensure this kind of incident must not happen again in future.
I have enclosed a receipt with URN no. and all the details related to this issue.

This issue also sent to CEO level but there is no response yet and that BSNL OFFICE is continuously looting people.
