WINDLASS DEVELOPERS - Residential flat not delivered

I booked a residential flat in windlass River valley Dehradun on May ****. I've paid **% payment till June **** (*% balance amount of possession). Bank also released the loan amount without physical verification of the project site. Now I am paying not only loan interest of the bank but also paying room rent for the last * years. The builder didn't achieve *% progress since June **** and also wouldn't achieve up to December ****. Is it possible?
