Lenovo - Replacement Refund of Laptop Adapter

On the **th of August, I gave my laptop adapter in for replacement because it stopped working. I was told by the service center that they have no idea when I will receive a replacement. The service center gave me the contact info of their supervisor who manages service center across India. After talking to him, he told me to wait till **th of September because they don't have it in stock. I have been waiting for ** days at this point and now the person says that it still might take atleast *-**days and even then it's going to be in another state. I have told him to issue refund, but I don't even know how long that's gonna take so here am I requesting counsel.
