NoBroker Rental - Rental agreement not done

Had paid Rs.****/- on **.*.**** for rental agreement service to No Broker Rental. The agreement was for ** months and was to commence from *.*.****. Even after regular follow up the bio metric was not carried out on **.*.**** and both the Licensor and Licensee were made to wait for almost * hours for the bio metric procedure. Finally, it was done on **.*.**** with a assurance that the registered rental agreement will be provided within *-* working days. But despite regular follow up the registered rental agreement has not been handed. When asked for refund with penal charges the executive simply refused to pay the same. No Broker Rental can be contacted only via email and telephone. But when contacted on telephone an automated voice message is played stating that "we will call back in next ** to ** minutes". But nobody calls. Emails are not responded to. It is very difficult to get the matter sorted out. The tenant has quitted because the agreement is not in place. Please help.
