RTOKasturinagar Bangalore - Rejected LL application twice due to violations found during the test

I am a resident of Bangalore. I applied for a learner's license by the online service available at Sarathi.parivahan.gov.in. I completed the application process and also paid the fees for the license. I passed the test on my own without any external help. After passing the test, the RTO rejected the application with Remark: Violations found in the LL test. I have not done anything wrong during the test.
I reapplied for the test, completed the whole process, and paid the fees again. Appeared for the test and passed the test and again. But they rejected the application with the same remark "Violations found in LL test".
If there were background noises due to people talking outside the house or vehicles from the road, that is not something which can be controlled by us (I am assuming that this is the reason, as I did not find any other reason suggestive of a "violation"). Failing the test due to such violations is absurd!

This is a completely flawed service and improvements need to be made so that they can differentiate between uncontrollable background noises and someone who is actually seeking external help.

I lost the money paid for the license twice as it was non-refundable. I want action against this flawed service available on Sarthi.parivahan.gov.in.
