Shree radhey residency - Regarding refund of security deposit

In **** due to COVID -** circumstances up gov decided to ensure safe home journey to students living in Kota , I was one of them .
I left the hostel premises and as the hostel authority had promised that they will return my security money in my father's account but till date it is not done.
I tried calling them and after one month the warden blocked my number and same with the head of the hostel , same situation is of all other students who left that day from that hostel .
Kindly see if you could help me regarding this , this is my last ray of hope.
