Refurbished.com - Refused return and replacement of laptop

I have ordered a refurbished laptop from refurbix.in on * **. Paid Rs ****/- as advance through an online payment. I paid full product amount. I found that the laptop was not in good condition and not according to the configuration I ordered. Its a touch screen laptop but they send me without touch laptop and also less space hard disk. As the website says I can return the item in ** days if I don't like it. I approached the company for a return /replacement through the return request provided on the website also communicate through phone and mail. But no reply after that. Some lady picks the phone and always tell that she is on leave, or the office is closed. Is this company a fraud.
