icici bank - Refund of unwanted drawn amount by ICICI Bank

I had applied for home loan balance transfer in ICICI bank. They told me your balance shall be transferred without processing fee and rate of interest shall *.*. They took processing fee and rate of interest applied *.* + insurance of Rs ***** mandatory. Then I refused to sign sanction letter and gave cancellation mail. Till that time they have drawn amount Rs ***** from my account. Up to now, they were told they shall refund all drawn amount but now they are refusing for this. Kindly help me in this regard.
