Cakesportal in - Refund of undelivered order

I tried to contact cakeportal many times by mailing, they didn't reply. My order no ***** ordered on **may**. After payment I got a mail that currently, we won't be able to deliver the product at your location due to shortage of services. I think they cheating public by taking money and saying that can't deliver to your location... They don't even mention contact numbers...
