A Square Infrastructure Pvt. Ltd. - Refund of Plot at Pink Square City Jaipur

Dear Sir,
I am residing at Muscat, Oman. I would like to file complaint against Property Builder Company Name- A Square Infrastructure Pvt. Ltd.
They widely advertised their New Township named as Pink Square City Located at Shivdaspura, Tonk Road Jaipur during Year **** with the following Guarantees and assurance:
*)The possession on of plot will be provided within ** months with basic development and amenities mentioned in product brochure.
*)Assurance to buy back the property if land price is not increased up to ***% after three years of purchase.
Keeping in view above guarantees I bought one *** Yards plot from them on **-August-**** in joint name with my wife at Price of INR. *,**,***/-. I paid the amount in * instalments and got receipts of same. I got the site plan (Blueprint) issued from Shri Mahavir Swami Grah Nirman Sahkari Samiti, Jaipur (Reg No. ****-L) along with allotment letter. Later I got formal Allotment Letter Issued along with Assurance Letter from company on their Letter Head to buy back the property after * years (Assurance Letter is enclosed herewith.)
I completed the * year of investment in August – **** but I didn’t get possession, I call and enquired with company directory Mr. Ashfaq Ahmed Ansari (Mobile # ****-**********) with whom we completed the process of plot allocation / registration process. He told that possession has been delayed and tentative new date will be communicated shortly but no communication till date on same.
I waited for * more years and tried calling them again during August- **** to get the refund of my investment at Double price as per their assurance letter but to my surprise I couldn’t reach any of the staff mentioned on company website either by co. phone, mobile or email, since then I tried many ways to contact them but couldn’t locate them till date.

I came to know that there is no development took place on the allocated land for Pink Square Township till date.

My complaint with company are as Follows:
The company should provide the possession on time as agreed on allotment letter but if by any reason it is delayed then they should inform their customer which is not being done.
If company is closing down their offices, web site, phones and employee contacts they should communicate and refund the value of their investment to all customers which is not being done.
Please do the needful and find out details on company and their owners and help me to get Refund / return on my investment as per their assurance letter which is INR **,**, ***/.
