OYO Rani Palace - Refund of amount

We booked Rani Palace, Address : Na, Makarwali Rd, Cheeta Nagar, Abhiyanta Nagar, Ajmer, Rajasthan ******, for my brother's wedding but we had to postpone the wedding due to lockdown. We paid a lumsum amount of **,*** as an advance for booking the marriage garden. As per Government's notice for Rajasthan, every marriage hall owner has to refund all the amount to the party if the wedding has been cancelled. Despite showing the Government notice to the owner of Rani Palace, he is adamant of not refunding the amount and is threatening us saying, "do whatever you can but I will not return your money". We do not want anything else but our money to be refunded. This owner is not even following Government's rule and we are under the stress of losing our money. We have called the owner of Rani Palace so many times but he is harassing us for our money.
