Orange Broadband - Refund Not returned

The person (Vihang Shende) provides connection of orange fiber broadband and initially informed us that deposit will be refunded if we dont want to continue due to service issue.
Hence its been more than * months I was using his service and was facing limited connectivity issue and even informed him multiple times but the issue was not resolved and we were facing network connectivity for the wifi.
Hence we decided to shift from Orange Broadband to Airtel xtream. We informed Mr Vihang Shende that we wont be continuing his service for Orange Broadband hence he should return the deposit we gave him initially as per the talk. He denied to return the deposit and blocked our numbers and not picking the calls.
I have whatsapp chats with him about the promise he had to return the deposit initially when we were about to buy Orange Broadband.
