Aakash Jajoo Flight Ticket Agent - Refund not remitted

I intended to purchase a flight ticket from Mumbai to Boston.
Agent Aakash Jajoo had been recommended to me by a friend Mr. Suraj Ingle (**********).

When I called Akash Jajoo for Air ticket he requested me to choose my flight and then send ₹*,**,***.
Accordingly on June **, ****, I sent ₹**,*** to his bank account via ICICI Netbanking IMPS transfer mode and ₹**,*** to his phone number ********** via Google Pay.
However he had never shared the actual booked tickets; he had simply sent me blocked tickets details shared to me on WhatsApp.

On August *, ****, I phoned him and informed him that I had not yet received my flight tickets.
He apologised, told me that he would purchase ticket and asked me again to remit ₹*,**,*** this time.
Having faith in him,
I transferred ₹**,*** via Google Pay to his recommended a Rani Mahato, his booking agency, mobile No. **********.
Also, I sent rest of the amount ₹***** by ICICI netbanking IMPS transfer to Rani Mahato's Yes bank account.
Akash Jajoo still didn't book ticket at all.
Finally I had to book my ticket by another source.

On August **, ****, I went to MHB Police Station, Borivali and that time because of police threat, he transfered ₹**,***/-

He therefore now has my hard-earned *,**,*** rupees in total.
When I contacted him, for rest of the money, he again simply making excuses and rejected to give my money back.

But I now found out that his bank accounts is located at Noida. Also even the bank accounts for his ticket agency Rani Mahato's company were opened in Noida.
