IRCTC Air India - Refund not received from IRCTC Air India

I booked my flight tickets under LTC for Air India via IRCTC in September **** for domestic travel in December ****. I got the tickets cancelled on **/** Nov ** and I am entitled to full refund of my tickets. Since then, I have been sending and receiving series of emails regarding the same but no confirmation or timeline has been provided to me yet. IRCTC has been blaming Air India and vice versa. After a lot of struggle IRCTC finally generated my Refund Application numbers on ** Jan ** (note that till now no RA numbers were generated by IRCTC).
Finally, I was confirmed by Air India that the refund will take place by ** Feb **. On ** Feb **, Air India tells me that no RA numbers have been received by them from IRCTC. Now I was pushed back to square one.
Later on, on ** Mar **, after sending emails to heads of both companies, I received a confirmation email by Air India that “ticket is refunded”. When I checked from IRCTC, no refund had taken place. They asked me to get the reference numbers from Air India. Subsequently, I checked with Air India on ** Mar ** and got to know that no reference numbers have been generated. Then where did my refund go? Why was the confirmation given?
I have been wronged by both Air India and IRCTC and I would like to raise a complaint as on ** Mar ** as my refund has still not credited to my account.
