Urbanurja Www Urbanurja Com - Refund not received

I placed an online order for Solar Panels from a merchant called UrbanUrja (www.urbanurja.com) on **th June **** and made a payment of Rs.***** through the payment aggregator PayU.in. UrbanUrja has registered with merchant name as "GAURAV SHARMA" on PayU.in.

UrbanUrja never shipped my order and never responded to any of my emails. When I contacted their toll-free helpline after a week, I was given an excuse that the product is not available with them but the website was still showing item in stock.I was given other options which were not compatible for my requirements.I have waited for sometime and asked him to cancel the order.After * months, I said that I will file a case against them unless they cancel my order and refund the amount I had paid. So they cancelled my order on ** th Nov ****,but I have still not received my refund.On enquiry they responded that the payment gateway is not letting him return the money.I have contacted Payment aggregator (PayU.in) and they have declared that there is no fault from their side and have directed me to contact the merchant.I have contacted him again and he is just giving flimsy excuses and now he is not responding.Kindly help me get my refund

Losses suffered:

It has been *months since the order was placed and I neither received the goods nor my refund.

* On anticipation of the receipt of the product, my whole solar project got delayed.
* I had to install a less compatible product from the local market as I have lost the trust over the online market.
* My hard earned money was stuck for the last * months which could have generated interest income for me.
* I had to adjust my family budget as my money was stuck.
*I have faced humiliation from my family members as I have been a victim to a fraud by trusting this website.
* Several hours of productive time has also been lost every day, in following up this issue between the merchant, payment aggregator and the bank so far.
* I will also be incurring additional losses in the form of legal fees.

I want to ensure that the merchant pays me sufficiently to compensate for all these losses.
