hath way broadband - Refund not issued

Hello, I was asked to pay an amount of RS ****/- for hathway broadband connection. Without doing any feasibility check in the area and making wrong promises of good connectivity in area and assuring that a technician has done the connectivity check Manoj nikam the sales executive rushed me into making the payment for broadband promising connection within ** hrs of payment. later on mr manoj developed a fever and provided me number of Sandeep Shejwal who told me connection in the area is not possible and he will raise request for my refund. Now both the sales executive are not picking up my calls and hathway customer care is asking me to wait for ** hrs and someone will contact me.It has been almost * days and two complaints later no one has called me nor issued my refund. One complaint was not even noted down and the call was hung up when i asked for a resolution if i could complaint against the sales executive manoj nikam for not doing any feasibility check and after sandeep shejwal said no connection is possible manoj nikam had the audacity to lie saying the connection will be done today. Kindly look into the matter and issue my refund.
