Reliance Smart Bazaar - refund issue

At reliance smart bazaar beawar, I did UPI payment and they received the Payment but bill was not generated. I didn't get refund and not even got the grocery. they asked me to pay again to get the grocery. I did not receive any refund yet. They even wasted my * hours time to file refund complaint.
