com and flipkart - Refund issue Return is not accepted

I bought a refurbished phone online ,I found this phone is no more usable because it doesn't connect to cellular network and has issue with restart automatically. I raised the refund request on the same day within ** hours of delivery. My refund request is rejected several times. I want my refund as soon as possible.
As the product is refurbished, company should give * days return policy and accept product. We can at least guarantee the new product but not refurbished product. I am going to escalate this to ministry of India to stop such portal as soon as possible.
