Cleartrip https www cleartrip com - Refund from Cleartrip

I had booked flights from Nashville US to Hyderabad and return with travel date of Feb **, **** on Qatar Airways through Cleartip website.

Due to personal commitments I had to cancel my trip and cancelled the ticket on Feb *, ****. The ticket was cancelled by cleartrip and was told that the refund will be proocessd in **-** business days.
On Feb **, **** I was asked to submit a NOC and passport copy to initiate refund from Qatar.
I received an email from Qatar on Feb **, **** that my refund was issued by the airline via a voucher (***-**********) to Cleartrip and asked me to contact my travel ageancy (Cleartrip) to get the refund. Here is the text from the email from Qatar on Feb **.

"For the remaining amount, a voucher, ***-********** has been created and sent to your registered email address, which needs to be presented to the travel agency you initially purchased your ticket with.

We request you to contact the same travel agency for further assistance of your refund. as they have access to your payment records."

I contacted Cleartrip the same week about the mail from Qatar, and their response was they are working on it and will keep me posted.
This has been going on for the last * weeks now and I get the same response that they are working on it and will get back.
I insisted on speaking to a Manager or person incharge to resolve this quickly, but they declined to share any contact details and was given the same answer that someone will get back.
Everytime I call, I get the same scripted answer that they are working on it and will get back.
I am totally at loss on the next steps and I have been paying my credit card for this transaction.
Please help get my refund from Cleartrip!
