uship courier service - refund for package no deliver

i had purchased a pet from a breeder in Beed Maharashtra. i made the payment via transfer. the breeder was supposed to courier the pet through Uship Courier Service on **th July. on **th July afternoon i received a mail from the courier service mentioned about the pet package received to delivery at my residence. The courier service asked for a refundable amount of Rs. ***** towards insurance n crate for transport service. which i made without hesistant. after * hours they emailed back by saying the pet is diagnosed with some allergy n that the vet insists to immediately start the process by paying a refundable amount of *****. i immediately called the breeder for enquiry to which he said he will solve it n later asked to pay it as a last payment as it will be refunded at the time of delivery. i made the payment on **th July itself to which they confirmed a delivery by **th July *am. on **th July **:** i called the breeder n the courier service for the delivery to which the courier company replied saying an additional amount of ***** needs to be paid for permission required for the pet as per govt norms. I was hesistant about it n called the breeder to which he said he will personally go n enquire. the breeder after few hours called back saying its the last payment and that the dog will be delivered by evening. i was hesistant but i still managed to make the payment. after paying the courier service emails me again saying additional ***** will be required for the vaccination of the pet as he has developed some allergy. at this point i refused to pay n asked for refund to which they have not be responding. at this time i am neither received the pet nor the money.
