HP Gas company - Refill Cylinder not delivered

Dear Sirs,
I had raised a complaint two days back regarding the non-delivery of LPG booked on **.**.**** and billed on **.**.**** and subsequently billed again on **.**.****; Booking No.******dtd.**.**.****, Cash Memo No.******* dtd**.**.** for Rs.***/- This was not delivered on this date. An SMS was received on my mobile on the same day as follows "Dear Customer our delivery man tried delivery at your address but failed due to Not booked. Delivery will be attempted again". After this, there was no information regarding the supply. I contacted the Agency as well as the delivery man. Every time I was informed that the cylinder will be delivered on that day. Till today (**.**.**) the same was not delivered. On **.**.** morning I personally went to the Agency office and they have given me the bill ******* dtd.**.**.** for Rs.***/- (***+**.**+**.**=***). When I asked the reason for not supplying the refill cylinder till today even though it was billed on **.**.** they mentioned that we do not deliver at this address area. (First of all they said that the refill cylinder will be delivered; afterwards they said that they do not deliver at this address area!!!!!!). If you want you may port your connection to Indane. After I had taken delivery of the cylinder I got an SMS stating that “HP Gas refill delivered on **.**.** Cash Memo No.*******. Use HPPAY……..”. The delivery man has claimed Rs.**/- extra from me over and above the billed amount and if I am not ready to pay this he will not supply the gas and because of this the CM dated **.**.** was kept undelivered. The agency staff and the delivery man jointly and purposely played this game.
Hind Gas has started this sort of aggressive/rude behaviour not now, a few years back for which I am a victim. I was staying in FACT OD type Qrs. For the last few years I personally used to go and take delivery of the refill cylinder. The reason for not delivering at the Qrs was that FACT has closed down all entry points except one main entry to Qrs. Hind Gas was telling that if you want the delivery to be made at your place you get the closed entry points reopened. You are well aware that FACT is a Central Govt firm and they will act according to their decision and the gas consumer can do nothing in such a case.
Please confirm whether you entertain such type of aggressive actions from your Gas Agency? Do you think that gas consumers have to either suffer like this or they can very well port to Indane/BP/Bharat Gas.
For your kind information, my house is on the main road only and not in any internal area or not very difficult to locate. This is just *.* km away from your gas agency. I am a Senior Citizen and in this pandemic situation, as you are aware, it is not advisable for me to travel outside.
Please look into the matter and let me have a reply whether I should continue with HP and the refill cylinder will be delivered to my place without any fail and at no extra cost or I should port my HP connection to Indane, BP, Bharat Gas.
