Airtel mobile recharge - Recharge is not activate

I had done an international recharge today for my brother who is in canada. From my google pay, but the recharge is not activated his phone number, still after *-* hours is showing not any network. Till now not get any response from the airtel team, the mobile number is still out of service, if the mobile number is deactivate, how they debit money from my UPI id. please help me to get my money back.
