Airtel and Vodafone - Recharge failed but not refunded amount

I have done a recharge of *** for Airtel on May ** and amount deducted but not recharged and I raised a dispute and nothing happens, recently I contacted their customer care and they said it will be resolved then no response from them.And on *rd of June I did a recahrge of *** of vodafone and that to failed but amount is not refunded.If we go to phone company they say it's Google pay who should refund and Google pay is not responding well. Imagine how many people loosing amount like this and not getting a refund, this must be a scam run by Google pay, people don't bother to go after their refund and they get that money.
