Central railway - Railway train time changed no intimation recieved

I booked train tickets and the incorrect time was mentioned on the ticket and our train was missed. When I email irctc they are denying refund saying TDR wasn’t filed and refund time is exceeded . I did write back saying I could not file TDR because I was not aware the train time is changed and I did not receive any intimation about the train time change. Hoping I get refund here.
