UltraTech Cement limited M s Balaji cement works - Quality issue

Im using ultra tech cement PPC, we are doing elevation work in front side, after completed elevation work,next *th day Onwards, watering time cement falling with water, I observed and touch with hand it's coming like powder, I shocked and informed to distributor, he said to send company employee then came company employee s and said company maintaining good quality cement , like this issue I didn't seen , I don't know why like this issue then he went, no one is solved my problem still we are doing removing all quality less completed plasting work, this expenditure is increasing day by day because of still we are removing, I'm attaching issue image s, please check and solve my problem sir
