Sbi Racpc Lalbagh Branch - Property insurance done twice for same home loan

I have an SBI Homeloan. A property insurance charge of Rs. ***** was levied on my account on *th Feb ****, which is when my sanctioned amount was not even fully disbursed, and the property was under construction. I never also received the insurance paper for that even after visiting the branch. I somehow kept believing that after I get my property registered and take the full home loan disbursement, I will get the insurance documents. But to my surprise, when I got my property registered in Dec ****, again a new insurance charge of Rs.***** has been levied on my account. This time I received the policy documents as well. I immediately raised this concern with the branch, but in spite of many email communication, they could not resolve the matter.
I think I have given them enough time and spent enough effort in following up with them for sorting out such a simple mistake on their part. I feel it was a simple clerical error, which could have been easily rectified without causing much hassle for me. But seems, the concerned official doesn't have a sincere intention to close the matter or is intentionally trying to hide a mistake on someone's part.
In the damages, I have considered the previous amount of Rs. ***** and added also the interest (of approx *.*%) that I had to pay for * years since ****.
