Online Shopping Delhi - Proper Package not delivered

Neha a telecaller called me saying they have offer on their product and i ordered a mi note * smartphone which they were promoting on a a huge discount. The delivery was made in time and i paid the cash as it was cash on delivery. But after the postman left i opened the box it was covered in newspaper and inside their was a local vivo powerbank in it instead of the ordered phone. Their after i started calling her to give the complaint she told me that i have received the wrong parcel and it will be exchanged soon. Their after she blocked my number and if i call her from anyy other number she pocks up the phone disconnects immediately foolwed by blocking the numbers. Please do help finding a solution for such fraudsters. Thank you.
