Karnataka university Dharwad - Promised services not delevered

I did my *-year engineering degree from Karnataka University, Dharwad in the year ****, but couldn't able to collect my Engg. degree certificate. For this when I contacted them they told me to provide the passing marks card and urgent convocation fees of *****/-. the same was deposited on **-**-**** to account no. provided by the convocation deptt of Karnataka University, Dharwad. Now they are not providing the services for which they've collected the urgent fees.
