Nandan Driving School - Promised service not received

I paid **** rupees on **-**-**** to Nandan Driving School to provide me with Car driving coaching for ** classes and get me a * wheeler and * wheeler driving license (fees for driving license included in **** rupees).

They promised to start classes from **-**-**** and finish before **-**-**** as my learner's license was valid only until **-**-****. However, they started classes late on **-**-**** and stopped abruptly on **-**-****. After multiple calls, they resumed classes on **-**-**** and again stopped abruptly on **-**-****. Depite reminding them that my learner's license would expire on **-**-****, they did not provide me with promised services.

After my learner's license expired on **-**-****, I asked for refund of my money but they refused. But then they agreed to get me a new learner's license at their own expense and resume my training ** days after issuance of a new learner's license. I got new learner's license on **-**-**** and they should have started the driving classes from **-**-**** but they didn't. Since then, I have been calling them repeatedly and been to their office also. They keep promising to start it every now and then. But they have so far neither provided the promised coaching nor refunded my money.

I have been stuck with them for last * months and can't even drive a * wheeler without my license.
