Coolwinks - Product returned but Money refunded with 40 cut

I had ordered sun glasses from coolwinks on *nd Sep and later we returned the glasses, as my wife didn’t like them. Then Coolwinks said we refused to accept the delivery, so they gave us option of reinitiating the delivery in next * days and then still if we don’t like the product, we can request for a refund under return policy. Now after almost * days from that conversation, since we didn’t receive the sunglasses, I enquired back with them. On the contrary, they said since you have refused the product we will levy **% cut in your refund and accordingly process. I even requested that where is such policy. This is completely unfair, as now I don’t even have the product additionally they have even got **% of the amount without any Sales. This is insane and completely unethical on their behalf. Also in their own site under my orders, they show entire Rs **** as refund amount, whereas they only refunded back Rs ***.
