Fam Pay - Payment of 3000 not received and deducted from the sender s account

I asked one of my friend to send me rs **** in my fam pay UPI I'd the amount was deducted from his account and a message he received was. His payment request was declined by my Fam pay bank . The amount is still not received in my amount and he still has not got the refund.
