KSR Mens PG - Paying guest not refunding the advance amount

I have joined one of the PGs(Men's PG) in Telangana on **th of June ****. I payed Rs.**** as advance while joining and owner had informed me that * months locking period(that is, advance amount is not refundable until * months), but now the PG maintenance is not good (cleanliness is very poor and food is average ) thus I am not feeling good about continuing there. Now (**th June) when I informed that I will be leaving the PG he is denying to repay the advance amount.
