Gadget Shop - Parcel not delivered

While surfing through instagram i met with a page havin more than **k followers it was a page where electronic gadgets (clones)that were sold at low price i too ordered for earphones and paid the money in advance through paytm and the retailer on *th march **** retailer promised me to send the package at the evening.
He responded me till ** march and then he blocked me my package (as told by him ) must be delivered by today, he blocked me in instagram as well as whatsapp.
I haven't got my parcel till date and i hav e been cheated.
Need help so that no one else can be cheated as i have been befooled by him plzz help me..
