Indian Post office - parcel items lost

I have sent my parcels total * parcels from whitefield bengaluru to joginder nagar mandi himachal pradesh.I found my parcels in broken form and items are lost. their weight also got reduced. i filed complaint in post office and police station . but now its * months over there is nothing i got. i called so many times in complaint office mandi post office himachal pradesh but now they are telling they cannot do anything. whenever i called them they will always ask my complaint again and again also tells we will do something . I am very disappointed from the complaint department staff . I got mentally harassesed . they transferred my complaint to bengaluru after * months and told they cant do anything else. they also told me that they will give me refund only *** or *** rupees of parcel charge only. They are telling its my mistake i did not insured my parcels . i did not know about this facility and no one told me in bengaluru post office. In that case i want to ask that if parcel is not insured then post office department have right to steal things.
