Hero fin corp - PAN Details Misused

The incident came to our nitice when we tried applying for loan and the banker told us that you have taken a two wheeler loan and you are not making the regular payments against that loan and your cibil is down and we can not provide you any loan.
The statement was complete shock to us as we had plan to buy home with that loan and the cibil was down to ***. We approached hero fincorp customer care to remove the loan but all the efforts were in vain.
The bigger issue that we want to highlight here is how did these people had PAN details of somebody else and used that to process the loan. The only matching factor in that PAN is name while the date of birth was different.
This process has been emotional and financial breakdown to us we are not able to process our loan application and buy our home.
