Bliss Bell - Pakage not delivered

The tracking shows that the item has been delivered but i haven't recieve and call nor i have received the parcel.
Why it is showing that the package has been delivered.
Very poor response
How can the delivery boy deliver the package to someone else without approaching me.this is not at all expected even after i have paid the payment online.
